2008 - Year in Review
I submit for your review the Annual Report for 2008. In 2008
we maintained our national accreditation. This very prestigious honor was awarded by the Commission on Accreditation for Law Enforcement Agencies. We have 71 full and part-time, sworn and non-sworn men and women that provide professional law enforcement services to the Village of Oswego and its visitors.

As we started Fiscal Year 2008/2009, the Oswego Police Department was approved for a 6.74 million dollar budget; however, it is estimated that we will finish out the fiscal year at approximately 6.57 million dollars, which represents almost a $170,000 savings. This equates to $226.66 per capita for law enforcement services, which is approximately the same cost two years ago in FY 2006/2007. We collected $574,706.00 in fines, fees and reimbursements in 2008. We were able to complete our Space Needs Analysis, which indicated we have outgrown our current facility and should continue to plan to build a new facility.

In 2008 the crime rate increased by 4.5%. The largest contributing variable to our increase in our crime rate was due to retail thefts. We did experience a significant increase in our Part 1 crime arrest rate of 138% over 2007. I credit this outstanding increase in the arrest rate to the professional and hard working members of the department and to the community for assisting us and displaying unwavering support toward our goal. The Oswego Citizens Police Academy Alumni Association donated over 600 hours of service to the Village in an effort to fulfill the Police Department’s mission.

Outlined in this report for 2008 you will see that we responded to 7% fewer calls for service, 9% more total arrests, 4% fewer traffic stops, 48% fewer crime prevention notices, 35% fewer traffic citations and 9% fewer ordinance citations. Our officers received 6% more training hours and we had 20% fewer formal complaints alleged against personnel. Our overtime decreased by 37 hours and we received reimbursement for 223 more hours than in 2007. The Village population increased by 10.5% and we did not receive any additional sworn personnel.

The men and women of the Oswego Police Department are extremely dedicated to providing the best service possible to the residents and that continues to be the culture of the Police Department.
